Number of charter schools, students in U.S. rises
NEW YORK (Reuters) – The number of children attending charter schools in the United States hit a record of about 6 percent of all students in public schools, according to a federal education report released on Tuesday.
Charter schools are publicly funded schools operated separately from local school districts. They are usually independently run but can also be managed by for-profit companies or nonprofit organizations running multiple schools.
About 3 million students were enrolled in charter schools in the 2015-2016 school year, up from roughly 1.8 million students five years prior, according to the report by the U.S. Department of Education’s National Center for Education Statistics.
They represented 6 percent of the total in 2015-2016, up from 3.6 percent.
Of more than 90,000 public elementary and secondary schools, charter schools made up nearly 8 percent, an increase from 5.9 percent five years earlier, the report said.
The three most populous states – California, Texas and Florida – have the highest number of charter schools. In Arizona, among the most pro-charter states, charter schools make up about 25 percent of all K-12 public schools.
Six states do not allow charter schools.
As charter schools and the number of students attending them grow, bonds used to finance the schools is also a growing segment of the municipal bond market.
About us
Our charter schools have started their 17th year. The high school and Primary school were begun after Discovery was three years old. We began our TK and preschool program three years ago. Tracy Learning Center is home to 1300 students – preschool to twelfth grade.
We are very pleased with our progress and accomplishments. This year we are especially pleased that our buildings and grounds are being remodeled to make the outside as excellent as the educational opportunities that are available to our students inside our classrooms.

Car line Safety
We are very concerned for the students that are continuing to be dropped off near our construction area. Students are getting out of their cars and walking where there aren’t any sidewalks. This is very dangerous and is a huge risk for your child. Please do not drop off your child or allow your child to walk anywhere near the construction site.
Annual Golf Tournament
Good morning and Happy Friday!
I’m excited for this year’s tournament and the changes that we have made. We will be hosting the 3rd Annual Millennium Athletics Golf Tournament at Dublin Ranch on Sunday September 24th! This tournament will be a 4 man scramble with a two drive minimum. Shotgun will be at 9 am so my Raider fans can get home in time for kick off at 5:30! 49ERS play that Thursday and the Cowboys play Monday so let’s play some golf for a good cause!
If you plan to play, please register no later than September 1st. I have to give my final head count by the 8th. If you could also do me a favor and tell all of your golf buddies about this tournament we’d greatly appreciate it. We have attached the flyer as well as the registration form so you can spread the word whether it is email or social media.

This week on TK island we had an amazing time incorporating our new electives. The little fishies enjoy learning about Spanish, Music, Art, and PE. Another important part of our busy day is doing circle time. This is a time to discuss things that we like or dislike and how we are feeling and most importantly how to handle situations with our words.
Primary Charter
P-6 loves the author Robert Munsch. We would love to encourage you to explore www.robertmunsch.com and listen to the stories we’ve experience! These stories would be great to use toward your nightly reading routine. We’d also like to offer some helpful tips for choosing books to help your little one develop a love of reading:
- Choose books that explore kid interests, offer new experiences, and exposure to different genres of writing.
- Read stories that let your child see how characters behave toward others.
- Select books about real topics (volcanos, dinosaurs, cats) with lots of colorful photographs or illustrations that help kindergartners build knowledge about the world and expose them to new vocabulary.
- Find series, such as If you Give a Mouse a Cookie, as they offer opportunities to compare stories for similarities and differences.

Phase 1
What a busy week! In social studies, we continued our unit on citizenship. We learned why it is important to be a good citizen and learned many different strategies students can apply. Students had so much fun during Friday Minute-to-Win it Unity! In order for students to be able to participate they must wear Spirit. Please encourage your student to wear spirit on Fridays! Congratulations to our SWO students of the month of August and to the classrooms that won the Golden Lunch Box and the Golden Broom! Way to go!

Phase 2
Chlorophyll and photosynthesis…these are two new words that our phase 2 students learned in science this week. We’ve enjoyed learning about plants, life cycles and are now learning about animals. We are also working on place value and rounding. Did you know you can teach your child about rounding at the grocery store? Add up the items in your cart by rounding the prices and use mental math. There are so many ways to use rounding in real life!

Note to Parents: We are working hard to ensure that carline moves swiftly and successfully both in the morning and afternoon and over the last three weeks have seen major improvements in how quickly carline is moving. In an attempt to improve even further, please remember to wait in line for the car in front of you to move forward (not creating another lane to exit), and be sure the be paying attention at all times both for the sake of safety and to facilitate the flow of carline.
*As a reminder, parents should pull all the way through the carline loop and students should exit swiftly. Please refrain from using your phone and/or stopping to talk to teachers who are working to open car doors. Thank you for your cooperation!
DHSP Leadership is officially in full swing and planning our first event
Geometry (Honors Pink) has just taken their Pre Unit Exam and students are excited to jump the first unit of Geometry curriculum. This vigorous high school course has students challenged and eager to learn. Algebra 1 (Scholastic Green) has so many bright students and as we continue to dive into more Algebra, it is evident that this group is excited to learn. Math 78 (Varsity Gray) has done nothing but surprise myself and Mrs. Sian with their dedication and commitment to learning. This group of 7th and 8th graders feed off of each others energy in mathematics. They was to be the best and their participation is amazing. I am so please with my groups so far as they are all jumping back into the swing of school with full force.

7 / 8 Language Arts:
This week in Language Arts students are continuing their study in the music and geography of Africa. They are improving their writing skills every week through weekly essay assignments, grammar lessons, and timed writing.
A few reminders:
- Students receive an essay every week; they must have a hard copy of the essay before they come to class;
- Every Friday students are tested on the concepts they have learned over the course of the week, which includes weekly vocabulary and words from the weeks before
- At DHSP we are having homeroom competitions! Whichever homeroom brings in the most items (clorox wipes, tissues, paper towels, hand sanitizers, and other items like this used for the class every day) will receive a donut party! Please consider donating (or “donut-ing”) some items to help your student’s homeroom win!

Students who registered for a Delta college class that was not previously approved on their College Early Start form must complete a change of course form with the Counseling Office. To each of the parents who attended one or more of our Back to School nights, thank you. It is so important we work as a team. The high school reported the best attendance ever! Parents and schools working together for the education and development of the student is essential for maximum success.
Thank you for patience and cooperation in car line
To each of the parents who has cooperated as we figured out the best way to conduct car line, thank you. Cutting in line makes many parents upset, so be sure you are at the end of the line. Remember that lines move rather quickly. Kudos to Primary for working out many issues and getting the movement of students down to less than 20 minutes. Please remember we have over 330 students in Primary. Kudos to Discovery for tightening up the direction of car line. It is going much better. Remember that students walking from or to designated parent planned spots need to use sidewalks and follow crossing only at designated cross walks. The high school is dealing well with the road construction and the city has been very cooperative. Just be sure bikers are wearing helmets and cars are not stopping on the road. Please do not leave your car in the carline unattended at anytime because this is also our firelane.
Construction update
The construction is moving along and the anticipated time for completion of the two story building for Primary and Discovery is expected to be completed by the end of February. Then the reconstruction of the main buildings for the high school will begin. Unfortunately there is not enough money in the project to complete the gym and we have intentions of building a soccer and football field when construction is completed. We have begun the process of trying to procure a loan to build the gym which will cost about 4 million dollars and we are trying to do significant fundraising to build the soccer/football field which we estimate will cost $300,000. All fundraising done throughout the school year will contribute 20% toward the field. To date we have $20,000 for the field.
Budget for our schools at TLC
The budget for this school year for the Tracy Learning Center Schools is a grand total of 10 million dollars. 8 million of that money is for staff salary and benefits. 2 million is left for all other expenses. We pay 3% of our budget to the district for oversight and facility use. We also pay a half million dollars for special education encroachment to the district. That leaves the rest for everything from copy paper to electricity and technology. We would like to ask each parent to consider making a family donation of at least $100 to augment our school budgets. That would bring in an additional $100,000 to help us.

If any of you are interested in being a part of this team OR just have valuable resources you could send my way, it would be greatly appreciated.
It’s exciting to see all of the change campus is currently undergoing, and despite the challenges it may present TEMPORARILY, think about what we will have in just a few short years. From a sports psychology podcast I was listening to this morning (and right in line with what we heard on Monday): “During our toughest times we grow the most.”
The challenges and obstacles faced during construction just make our teaching teams that much stronger at the end! Looking forward to another great year!

This week on TK island we’ve had an stupendous first week of school! We’ve learned how to behave like a proper school of fish by learning procedures, rules, and routines. The good little fishies have also learned how to be nice to our friends, and are working hard to earn their first SWOs!
Primary Charter
This week in Initial Phase we were practicing how to be a Polite Citizen. We talked about why using polite words are helpful, why talking in turn is helpful, and why using whisper voices during learning times are helpful. Many students earned points toward their first Polite Citizen bracelet by getting their names in the Excellence Box. Be sure to ask your student what a polite student looks like, sounds like, and acts like.
Phase 1
What an excellent second week of school! We have finished assessing our students and have placed them in their language arts and math groups. Students have been busy learning their groups’ procedures, rules, and expectations.
Please remember to send labeled headphones with your student if you haven’t done so already!

This week phase 2 students learned all about plants. We learned about the parts of a plant and their life cycle. We also received our AR goals and are enjoying the animal books we are reading in language arts. We are proud of the focus and hard work we have seen so far. Great job!

Discovery 5/6
Week two is coming to a close and students are really getting the hang of the schedule. The new elective classes are enjoyed by all students and our first week of Spanish was fantastic! Car line is moving better than last week, and everyone seems to be settling into the routine of the school year.

Already students have been emerged into two “West African” games. One is called “Ampe” which is the West African Cultures version of “Rock, Paper, Scissors” and the other game is “Kudoa,” which is a version of “Jacks!” We are looking forward to the addition of “Muscle Monday’s” which will include alternating between running the mile or working out each week; as well as incorporating new units this year. We will be starting the following units on Tuesday – Soft Tennis, Speedball, and Ultimate Kanjam!!!
5th grade parents- please check your child’s backpack for the Mixed Bag fund raiser catalogue and order form. This is for next year’s Science Camp. The orders are due by September 22 to Ms. Pelaez.

Math:
All math classes have started diving into our curriculum. Mrs. Dominguez’s math classes have started Math Olympiad competitions in the classroom in preparation for the county competition.
Language Arts:
This week in Language Arts, students have begun learning about the 5 major regions of Africa, the music that comes from each region, and the instruments played in those genres. They are excited to learn about cultures that are new to them! We are also continuing our studies in grammar, vocabulary, and writing. New essays and vocabulary words are assigned on Mondays. Please also look out for your students to be given a book club book assignment next week!
PE

Thank you for the good start to a new school year. I know car line was a nightmare the first day for Primary and Discovery, but each day has improved and it will get better as we all get used to the limited space with construction.
The construction is underway to improve our facilities. The administration/office building and the two story Primary and Discovery building are the first to be built. That is where all the work is going on at the present time. This section of the project is expected to be completed this spring. The high school renovation will begin right after that. High school will return to fully remodeled and renovated main buildings that now house Discovery and some Primary.
We have discontinued breakfast for K-8 except for those who receive free or reduced priced lunches. We have also eliminated snack selling after school. The after school snacks often interfered with students being ready to be picked up in car line. Breakfast required additional staff and purchasing of greater quantities of food. Unfortunately, this year it is a long walk from the office gate to the office for all food deliveries!
We are all impressed with the students. They are doing a great job adjusting to changes and to new classrooms. Thanks to all of you who came to Back to School Nights for Primary, Discovery and Millennium. There is one more for 7-8 next week.
I look forward to a new school year. Many of the teachers have noted that with all the construction we have had to rethink some of our old practices and in many cases it helped to make us even better.

What a great week in PreK. So many new and returning little faces we are excited to have such a great groups of kids and have a lot of exciting activities planned for this year. We know how nerve-racking it can be to drop your little ones off at school but we are proud of how well our students (and parents) handled this week. Thank you for choosing TLC Preschool.

Primary Charter
Initial Phase
We have learned so much this week! We learned how to use a whisper voice, how to rotate from center to center, how to take turns talking in a conversation, and why all of these things help us learn. Using our mailboxes and IPads were a favorite activity. Singing our Honey Bunny Money Song is a HUGE hit (ask your student to sing it for you). Overall, we have had so much fun with our new experiences in P-6!
Phase One
What a great first week of school! We had a great time getting to know each other and setting a positive learning environment for our students. We made a Friendship Fruit Salad that helped our students understand the importance of being a good friend and classmate. Students even got to enjoy the fruit salad at the end of our lesson! It was also fun to see what our students put in their “All About Me Bag!” We also spent time assessing our students in Math and Language Arts. We are looking forward to having a wonderful school year!
Phase Two
Welcome back to our 3rd and 4th graders! This week phase 2 students had a great time getting to know each other and their teachers. We really look to our phase 2 students to be good role models and they have shown us that they know our routines, policies and procedures. We look forward to selecting our 4th grade leadership students soon and know they will do a great job representing our school!
Discovery
Welcome to the 2017-2018 school year!
We are excited about the new school year and some of the changes that have occurred for this school year. Back to school night was a success; parents had great questions for all of the teachers about the curriculum and they were introduced to our new elective teachers. For the first time, Discovery has elective teachers who excel in their fields. Our electives teachers are :
Ms. Dane, Drama Mr. Dougherty, Choir Mr. Root, Technology
Elective teachers will teach all of the students a course that continues daily for fourteen weeks. This means that our students will have an experience with all three areas.
In addition, we are also excited to have Ms. Rapoza who is our new Spanish teacher. Every student in grades 5 through 8 will have Spanish every day for 24 minutes. This will be paired with a workroom time. Workroom will also be for 24 minutes. This is a time to start homework, read, study, or work with someone else in the class if there is a need for help.

Welcome back students and parents! We are kicking off the year with energy and excitement! This year we look forward to learning a lot about Africa and incorporating this theme into all of the disciplines; math, social studies, science, language arts, and each of the electives! As a reminder back to school night is August 16th, at 6pm
Language Arts – Cerezo/Langston
This week in Language Arts students hit the ground running with our new year-long theme: West Africa. Students were introduced to the new theme and began learning about African culture and ideals. We have begun reading our first novel, A Long Walk to Water, and look forward to learning all that we can about Africa.
Students also are adapting very well to the new changes in our daily schedule and are eager to learn and work hard in each period.
Looking forward to a rigorous and fast-paced year!

We have had a tremendous start to the year at MHS. My staff and I could not be happier with the behavior, effort and willingness to adapt that our students have shown over the first week. Classes have begun well and students are focused and attentive and working very hard. It has been great to see the spirit, care and pride students have taken in our new campus. Our teaching staff is tremendous and have continued to show their dedication to our vision of education. Our athletic teams are beginning to take shape, as are our athletes, as we begin practices for our upcoming seasons.
I’d like to thank all the parents that came out for back to school night this Wednesday. I believe it was the largest turnout we have ever had. I hope you were impressed with the new campus, the teaching staff and the details of department curriculum you heard in the sessions that night. I know that there have been some adjustments to be made by parents in regard to the construction on Corral Hollow and the busy car lines on both campuses. We realize that there are parents that go through both car lines each day and with construction underway at both sites. We really appreciate the understanding and patience you have shown as we try to be as efficient as possible with student drop off and pick while trying to ensure the safety of students.
I would like to provide a couple of pieces of information and warnings I have received from Tracy PD this week to avoid any negative incidents for members of our TLC family. Tracy PD has informed me that anyone stopping to drop off or pick up their students while on Corral Hollow will be ticketed and since this is a construction zone the fine will be doubled. To avoid citations and fines, please drop and pick up students in the car line as far as you can pull up to the front of the school curb. I was also informed today that any student that rides a bike to school must be wearing a helmet and if they are not, they will also be ticketed by Tracy PD. I would hate to see students begin their day with a citation. Several students were issued warnings for helmets Friday morning and I informed all students at unity on Friday of the need for helmets if they ride a bike to and from school.
I feel really enthusiastic that this will be a terrific year with a lot of success for Millennium High. We were proud and excited to be the only high school in Tracy to receive the “America’s Best High Schools” award from U.S. News and World Report for 2017 and have hung our banner with pride in the front of the school and the corresponding plaque we received in the front office area. We have also received and A rating from the Niche school ranking website that places MHS in the top 200 out of over 3,000 public High Schools in the state of California. We are very proud of our program and our success but we are by no means satisfied. We will continue this year to grow and provide the best education and environment possible for our students and parents. Falcon Pride!
